YOG – Host Selection 2022; Dakar to host 2022 Youth Olympic Games

Dakar (Senegal) will host the fourth edition of the Youth Olympic Games. Today, the proposal of the IOC Executive Board was approved by the IOC Session. Senegal will be the first African country to ever host an Olympic event.

IT’S TIME FOR AFRICA – SEE YOU IN SENEGAL

THE FOURTH EDITION OF THE SUMMER YOUTH OLYMPIC GAMES 2022 (YOG) WILL BE HELD IN DAKAR, SENEGAL. THE DECISION WAS UNANIMOUSLY TAKEN TODAY BY A SHOW OF HANDS FROM THE FULL INTERNATIONAL OLYMPIC COMMITTEE (IOC) MEMBERSHIP DURING THE IOC SESSION IN BUENOS AIRES. THIS IS THE FIRST TIME THE YOUTH OLYMPIC GAMES WILL BE ORGANISED IN AFRICA.

Four African countries* were in the running and, after thorough analysis, the Evaluation Commission and the Executive Board determined that Dakar, Senegal, presented the best value proposition and the greatest opportunities at this moment in time.

Dakar 2022 presented a visionary, ambitious and technically sound YOG project that addresses the long-term aims of the country.

Senegal has a large youth population and views the YOG as a catalyst for engaging young people and developing the country’s sport and youth policy.

Significant investments are already being made toward youth and sport as part of the country’s overarching framework “Plan Sénégal émergent”, which sets out the President’s vision to 2035.

IOC President Thomas Bach said: “Africa is united behind Senegal to host the Youth Olympic Games 2022. With a young population and a passion for sport, it is time for Africa, it is time for Senegal.”

The competitions and activities will be held across three cities, showing the many facets of Senegal: the historic capital of Dakar; the new city of Diamniadio; and the natural beauty of Saly on the coast.

The President of Senegal, Macky Sall, who made the journey to Buenos Aires for the historic IOC decision said: “Senegal and its young people are proud of the honour you have bestowed upon us, in entrusting the organisation of the Youth Olympic Games 2022 to our country.

“In fact, it is the whole of Africa, the birthplace of humankind through its history and the youngest continent through its demographics, which will welcome the young athletes of the world in 2022.”

Considering the unifying power of the Games, the IOC is pleased to count on the four parties, who have all endorsed the decision of the IOC and pledged full support to the selected host.

The decision took place during the 3rd edition of the Youth Olympic Games, currently taking place in Buenos Aires from 6 to 18 October.

YOG – Host Selection 2022; Senegal Recommended to the IOC Session as Host of the Youth Olympic Games 2022

SENEGAL RECOMMENDED TO THE IOC SESSION AS HOST OF YOUTH OLYMPIC GAMES 2022
The IOC Executive Board (EB) today made the decision to propose Senegal as host for the 4th Summer Youth Olympic Games (YOG) in 2022. The host will be elected by the IOC Session in Buenos Aires. This proposal is based on the report of the International Olympic Committee (IOC) Evaluation Commission, chaired by IOC Vice-President Uğur Erdener, who said:

“The IOC was fortunate to have four quality partners representing the African continent in the YOG 2022 Host Selection Process. All four candidates have the capability of delivering successful Youth Olympic Games and offer many opportunities:

# Botswana, the smallest of the four candidate countries, proposed a compelling project based in the capital Gaborone that would help achieve the country’s long-term vision for young people and sport.

#Nigeria, the most populous country in Africa, proposed a very solid and compact project in the capital Abuja, a project also fully aligned with the national sports and youth strategy.

#Tunisia presented a robust project involving Tunis, La Soukra, Radès and the seaside tourist resort of Yasmine-Hammamet. The project’s vision is in line with the government’s goal to empower young people.”

In taking its decision, the IOC EB recognised that Senegal offers a strong project and the greatest opportunities at this moment in time.

The candidature is centred on three locations: the capital city, Dakar; the new city of Diamniadio; and the coastal resort of Saly. Senegal’s project is tied in with the West African country’s overarching development strategy, notably the national government’s “Emerging Senegal’’ plan, which envisions major economic and infrastructure improvements.

IOC President Thomas Bach said, “It is time for Africa…Africa is the home of many successful and prominent Olympic athletes. Africa is a continent of youth. That is why we want to take the Youth Olympic Games 2022 to Africa and to Senegal. They have offered a project based on a strong vision for youth and sport. There are many opportunities, and we will endeavour to deliver together, as part of a strong partnership, visionary, responsible and inspiring Youth Games”.

In PyeongChang, the IOC Session in February this year unanimously decided that the next edition of the Youth Olympic Games in 2022 would be awarded to the African continent.

The process has been collaborative, and the IOC was impressed by the quality and thoroughness of each party’s submissions. The IOC would like to particularly praise the level of involvement and positive response of all four NOCs and the public authorities concerned.

The Youth Olympic Games 2022 in Africa will make history as the first Olympic event on the continent. The Host Selection Process was shorter than previous processes, and reduced cost and complexity for the Interested/Candidate Parties.

Considering the unifying power of the Games, the IOC is pleased to count on the four parties, which all promised to endorse the decision of the IOC and pledged full support to the selected host.

Following the IOC Session’s endorsement and the signing of the Host Contract in Buenos Aires, Senegal will enter a Co-construction phase with the IOC to build the detailed Senegal 2022 Edition Plan.

The IOC Session will convene on 8-9 October 2018 in Buenos Aires.

FOUR AFRICAN CANDIDATES FOR THE YOUTH OLYMPIC GAMES 2022
FOLLOWING THE IOC’S DECISION IN FEBRUARY TO AWARD THE YOUTH OLYMPIC GAMES 2022 TO AN AFRICAN NOC, TODAY THE IOC EXECUTIVE BOARD APPROVED THE LIST OF NATIONAL OLYMPIC COMMITTEES THAT WILL NOW MOVE TO THE CANDIDATURE PHASE. BOTSWANA, NIGERIA, SENEGAL AND TUNISIA ALL REMAIN IN CONTENTION TO HOST THE FOURTH EDITION OF THE SUMMER YOG.

Over the past month, three-day visits were made by IOC experts to each country to gather information on the motivations for hosting the YOG and on the potential master plan, and to make key site visits to existing fields of play. The visits involved preparing feasibility reports on existing indoor multi-purpose arenas, potential sites for outdoor festivals, temporary facilities and accommodation solutions. Today’s report included information collected by IOC experts on the following themes: motivation and objectives; youth and sport strategies; the YOG as a catalyst; and experience of hosting major events.

In line with Olympic Agenda 2020 and the “New Norm”, a new process for selecting a YOG host aims to simplify and streamline, and ensure cost efficiency for the Candidate Parties.

Today marks the closing of the Dialogue Phase, and the process now moves to the Candidature Phase. Between now and the end of August, the IOC Evaluation Commission will further assess with the Candidate Parties their projects, with the aim of proposing a maximum of two for the IOC Executive Board to recommend for consideration by the IOC membership.

Led by IOC Member in Turkey Uğur Erdener, the YOG 2022 Evaluation Commission will submit its final report and recommendation in September 2018, and the host for the YOG 2022 will be elected at the IOC Session in October 2018 in Buenos Aires.

The NOCs of Botswana, Nigeria, Senegal and Tunisia have registered interest in hosting the 2022 Youth Olympic Games.

YOUTH OLYMPIC GAMES 2022 GAINS MOMENTUM IN AFRICA
FOUR AFRICAN NATIONAL OLYMPIC COMMITTEES (NOCS) HAVE REGISTERED INTEREST IN HOSTING THE YOUTH OLYMPIC GAMES (YOG) 2022 IN AFRICA. THE NOCS WERE REVEALED TODAY BY THE IOC EXECUTIVE BOARD (EB), WHICH WAS REVIEWING THE PROGRESS MADE IN JUST UNDER THREE MONTHS SINCE THE DECISION WAS TAKEN BY THE IOC SESSION IN FEBRUARY TO ACTIVELY TARGET AN AFRICAN NATION TO HOST THE FOURTH EDITION OF THE SUMMER YOUTH OLYMPIC GAMES.

Following the release of the Youth Olympic Games 2022 Host Selection Process in March, four NOCs have emerged: Botswana, Nigeria, Senegal and Tunisia. This new process for selecting a YOG host aims to simplify, streamline and ensure cost efficiency for the interested NOCs. The initial NOC Dialogue Phase will end in July when the IOC Executive Board will decide which interested parties will be invited to take part in the Candidature Phase, based on the feasibility reports and visits.

Evaluation Commission Chair Ugur Erdener, IOC Member from Turkey, will lead an experienced team of Evaluation Commission members (announced in April) in assisting and guiding the Selection Process to elect the host for 2022.

Following feasibility studies, visits, in-depth discussions and the research/analysis that will be undertaken by the IOC and experts with the interested African NOCs, the IOC Evaluation Commission 2022 will submit its report in September 2018, and the host for the YOG 2022 will be elected at the IOC Session in October 2018 in Buenos Aires.

In the case of the Tunisian NOC, following the recent exclusion of Israeli athletes last month from the Taekwondo World Junior Championship in Tunisia, the IOC will delay further evaluation of the proposal until the NOC can provide sufficient guarantees from government authorities to ensure that all athletes in all sports competitions will be accepted, according to the principles of non-discrimination in the Olympic Charter.
